That code is only set during the KOER self-test make sure you performed it properly. Depends on whether  you have the electronic stepper motor type or ESM module type where PCM gets it feedback from to flag expected calibration(flow) too little or too much at fixed RPM speed during KOER test. Memory codes should be there if a EGR system fault. Use active tests to control EGR flow and see if it's even working at idle first.
